Sanctions handed down after investigation

Chelsea have received a total penalty of £10.75m along with multiple transfer restrictions following a Premier League probe into historical rule breaches.

According to GiveMeSport, the league concluded two disciplinary cases after the club’s current owners reported potential violations in 2022. The issues date back to Roman Abramovich’s tenure, which ended when the club was sold for £4.25bn.

The Premier League found breaches related to financial reporting, third party involvement and youth development regulations after reviewing the club’s past submissions.

Undeclared payments linked to transfers

The investigation determined that payments connected to player transfers were not disclosed to regulators as required.

Between 2011 and 2018, more than £23m was paid to unregistered agents or associated entities in deals involving players such as Eden Hazard, Willian and Samuel Eto’o.

According to the Premier League’s findings, these payments should have been recorded as club expenses and their omission represented a failure to act in good faith under league rules.

Record fine and suspended transfer ban

Following a reassessment of Chelsea’s financial records, the club was issued a £10m fine, the largest in Premier League history.

They were also given a one year ban on registering first team players, although this sanction has been suspended for two years. This means Chelsea can continue signing players unless further breaches occur during that period.

In a statement, the Premier League said: “The Club has been sanctioned by the Premier League with an immediate nine-month Academy Transfer ban and a suspended one-year first-team player transfer ban (suspended for two years).”

Additional punishment for academy breaches

Chelsea were also punished for violations of youth recruitment rules.

The club has been handed an immediate nine month ban on signing academy players from Premier League and EFL clubs, along with a £750,000 fine.

These sanctions relate to separate compliance failures identified in the club’s handling of youth registrations.

Cooperation reduces severity of outcome

The Premier League highlighted that Chelsea’s cooperation played a significant role in determining the final punishment.

According to the league, the club voluntarily disclosed the issues and worked closely with investigators throughout the process, which helped reduce the severity of the sanctions.

Financial analysis also concluded that Chelsea would not have breached Profitability and Sustainability Rules even if the payments had been properly reported.

Ongoing scrutiny and wider implications

A separate investigation by the FA into related matters is still ongoing, while UEFA previously fined Chelsea €10m for similar historical transactions.
