The flag, widely recognized as a symbol of Japan’s wartime aggression and colonial rule, evokes deep historical trauma and pain for several Southeast Asian nations, including China, South Korea, and the Philippines. Its display at a global sporting event like the World Cup has repeatedly ignited debate due to these sensitive connotations.

Historical context and FIFA’s stance

Ahead of the 2026 World Cup, FIFA implemented clear protocols prohibiting political, offensive, or discriminatory items within stadiums. This includes flags, banners, slogans, and clothing. The organization has demonstrated its commitment to these rules, as evidenced by Haiti being compelled to alter its kit design for the competition after it featured the Battle of Vertieres, a conflict central to Haiti’s independence from France.

This is not the first instance of the ‘rising sun’ flag appearing at a major football tournament. During the 2022 Qatar World Cup, Japanese fans attempted to bring the flag into stadiums, but security personnel intervened and successfully prevented its display, as reported by Global Times. Professor files official complaint, urges FIFA action

In response to the incident, Seong-Deok Seo, a professor at Sungshin Women’s University, has formally lodged a complaint with FIFA. Seo emphasized the flag’s divisive nature and its impact on a global audience.

“It is unacceptable for the Rising Sun flag to be displayed in the World Cup, an event meant to unite people across nationalities and races,” Seo stated, according to Asia Business Daily. He further elaborated on the flag’s painful resonance for many fans. “The use of the Rising Sun flag serves as a painful reminder of war for Asian football fans.”

Professor Seo is now calling for decisive action from FIFA to prevent future occurrences. “FIFA must block Japanese supporters from bringing the Rising Sun flag into stadiums in the future and take prompt measures to prevent a recurrence of such incidents,” he urged. He also expressed hope that this incident could serve as an opportunity to educate global football fans about the flag’s controversial history, committing to ongoing international discourse to ensure its complete eradication from sporting events.
