WADA announces over 300 sanctions against Russian athletes in “Operation LIMS”

WADA announced 302 sanctions against 291 Russian athletes following its “Operation LIMS” investigation into institutionalized doping.

The World Anti-Doping Agency (WADA) announced on April 30, 2026, cited by United 24, the imposition of 302 sanctions against Russian athletes, marking a significant milestone in its ongoing investigation into institutionalized doping. These penalties stem from “Operation LIMS,” a comprehensive probe that examined data retrieved from the Moscow anti-doping laboratory.

The sanctions represent the culmination of a coordinated effort involving 23 Anti-Doping Organizations (ADOs). While 302 sanctions have been issued, these apply to 291 individual Russian athletes, with 11 individuals receiving two separate sanctions each for distinct anti-doping rule violations. Disciplinary proceedings for an additional four athletes have been initiated and remain unresolved.

“Operation LIMS” began in 2019 when WADA Intelligence and Investigations (I&I) successfully retrieved critical data and samples from the Laboratory Information Management System (LIMS) of the Moscow Anti-Doping Laboratory. This evidence proved instrumental in prosecuting the cases, all of which have now been thoroughly investigated.

Widespread violations across sports

The investigation uncovered anti-doping rule violations across 22 different sports, highlighting the systemic nature of the doping scheme. The sports with the highest number of sanctions include:

  • Weightlifting: 107 cases
  • Athletics (including para-athletes): 93 cases
  • Wrestling: 19 cases

Other sports affected range from Aquatics (7 cases) and Judo (6 cases) to Football (3 cases) and Ice Hockey (4 cases), demonstrating the broad reach of the violations.

WADA President Witold Bańka hailed the achievement, stating, “Put simply, ‘Operation LIMS’ is the most successful investigation in anti-doping history. An incredible 302 sanctions have now been imposed in the wake of Russia’s institutionalized doping scheme.

This is thanks to the hard work and professionalism of WADA staff, especially those in our extraordinary Intelligence and Investigations and Legal Affairs departments, as well as our partners in other organizations.”

Strategic approach yields results

The success of “Operation LIMS” is also attributed to a strategic decision made in 2018 to reinstate the Russian Anti-Doping Agency (RUSADA) under strict conditions. WADA President Bańka noted that this move, despite initial opposition, was crucial for accessing the necessary evidence.

“Without that decision, we would never have been able to obtain the critical evidence from the Moscow Laboratory needed to prosecute these cases,” he explained, adding that “history has shown this approach to be effective and that the entire process has been a remarkable success in ensuring fairness for athletes around the world.”

Günter Younger, Director of WADA I&I, underscored the collaborative effort behind the landmark achievement. “After years of painstaking hard work and patience, WADA Intelligence and Investigations is pleased to have passed the significant landmark of 300 successfully sanctioned cases.

It shows just how important investigations can be in the protection of clean sport,” Younger said, acknowledging the investment by WADA and the broader anti-doping community, as well as the support from other Anti-Doping Organizations and forensic experts at the University of Lausanne, Switzerland.
