Rio Ngumoha is 18 and has four national teams to choose from. The Liverpool forward is eligible for England, France, Nigeria and Guadeloupe through a Nigerian father and a Guadeloupean mother, and until he plays a competitive senior match for one of them that choice stays open.
He is not alone. A Football365 survey of Premier League players who could still walk from the England setup names Manchester United, Tottenham, Arsenal and Liverpool among the clubs most exposed, with Thomas Tuchel’s squad planning for the 2030 cycle while rival federations are already in contact with the players and their families.
How FIFA’s one-time switch works
Since 2020, FIFA has allowed a player to change association once in his career, provided a strict set of conditions in Article 9 of its eligibility regulations is met. According to a goal.com explainer of the rule, a player must already have held the second nationality when he first appeared for the original country, must not have played more than three competitive senior games (and all before his 21st birthday), must not have featured in a World Cup or continental finals, and must wait three years from his last senior match for the old team.
Youth caps, no matter how many, do not cap-tie a player. That is what keeps rival federations circling England age-group squads.

The Manchester United pair
Centre-back Ayden Heaven is 20, has worked through England’s U18, U19 and U20 teams and was invited to train with Tuchel’s senior squad in March 2026 while on U21 duty. Ghana, where his mother’s family is from, remains an option for as long as he stays uncapped at senior level.
Winger Shea Lacey has gone the same route, with four youth age groups behind him and a brief invitation to join the senior squad in training. The Football Association of Ireland has been tracking him since he was 15, when he was first called up by England at U15 level, and the Lacey family carries Irish heritage. Manchester United list him as English, but FIFA’s rules leave the door open.
Tottenham’s new signing is also Nigeria’s target
Tosin Adarabioyo joined Tottenham from Chelsea on 1 September 2026, and the 28-year-old defender has never played a competitive senior match for England despite reaching the U19s. That leaves Nigeria still in play, and the Super Eagles have been chasing him for years. His name was raised again by Nigerian outlets in April 2026 ahead of Super Eagles friendlies against Portugal and Poland.
Spurs also carry Archie Gray, who is eligible for Scotland through father Andy Gray and great-uncle Eddie Gray. The 20-year-old has publicly committed his future to England and captained the U21s during qualifying for the 2027 UEFA European U21 Championship, so Steve Clarke’s chances of flipping him look slim.

Arsenal and Liverpool are not immune
Ethan Nwaneri, Arsenal’s teenage midfielder, moved to Borussia Dortmund on a season-long loan on 1 September 2026 in search of regular senior minutes. He has Nigerian roots through his father and a French option as well, and senior caps have not yet arrived.
Alongside Ngumoha at Anfield, 19-year-old midfielder Trey Nyoni is also uncapped at senior level and eligible for Zimbabwe through both parents. He has worked through the England age groups since the U16s in 2022.
The warning from recent cases
The pattern is not new. Callum Hudson-Odoi, now at Nottingham Forest, has three senior England caps but publicly flagged Ghana as an option during the 2024-25 season, according to Football365’s survey. Mason Greenwood, now at Fenerbahce, has been linked repeatedly with a switch to Jamaica.
Football365 lists more than 20 players in all, and until the FA ties each of them to a competitive senior shirt the one-time switch remains available.
