FIFA has ignited a firestorm of controversy after suspending Folarin Balogun’s red card ban, making the USA international available for their World Cup last-16 clash against Belgium. According to GiveMeSport, the unprecedented decision has sparked outrage across European football, with UEFA, Belgium and several high-profile figures all condemning FIFA’s ruling.
Balogun was initially sent off during the USA’s Round of 32 victory over Bosnia & Herzegovina after a challenge on Tarik Muharemovic. GiveMeSport reported that while referee Raphael Claus initially allowed play to continue, VAR intervened and recommended an on-field review. After watching the replay on the pitchside monitor, Claus upgraded the incident to a straight red card.
FIFA’s unprecedented decision
As detailed by GiveMeSport, FIFA later invoked Article 27 of its disciplinary code to suspend the implementation of Balogun’s automatic one-match ban for a probationary period of one year. The ruling means the Monaco striker is immediately available to face Belgium despite receiving a straight red card only days earlier.
FIFA explained its decision in an official statement:

“The implementation of the match suspension is suspended for a probationary period of one year. If Folarin Balogun commits another infringement of a similar nature and gravity during the probationary period, the suspension shall be revoked and the sanction enforced without prejudice to any additional sanction imposed for the new infringement.”
GiveMeSport noted that the move is highly unusual given that automatic suspensions following red cards have traditionally been treated as mandatory during FIFA competitions.
UEFA launch extraordinary attack
According to GiveMeSport, UEFA responded with one of its strongest public criticisms of FIFA in recent years, accusing world football’s governing body of undermining the integrity of the World Cup.
The European governing body said:

“Yesterday’s decision to suspend for a probationary period of a year the implementation of the one-match automatic suspension following the red card issued to the player Folarin Balogun crossed a red line.”
As reported by GiveMeSport, UEFA argued that the certainty of disciplinary regulations is a fundamental principle of football and stressed that the automatic suspension for a straight red card should never be treated as a discretionary sanction.
The statement also warned that FIFA’s decision creates an unprecedented precedent in the middle of an ongoing tournament, where other players have already served one-match bans for comparable offences. UEFA added that the ruling risks damaging both the integrity and credibility of the World Cup.
Rooney and Belgium join the criticism
The backlash has extended well beyond UEFA. GiveMeSport reported that Belgium were left “astonished” by FIFA’s decision, with the Red Devils now preparing to face a strengthened USA side in the Round of 16.

Former England captain Wayne Rooney also condemned the ruling, telling GiveMeSport that FIFA president Gianni Infantino should be “ashamed of himself” for allowing Balogun to avoid serving his suspension.
With Balogun having already registered three goals and one assist at the tournament, his availability represents a major boost for the United States. However, GiveMeSport reports that FIFA’s controversial intervention has already become one of the defining talking points of the 2026 World Cup, with questions continuing to be asked about the consistency and integrity of the tournament’s disciplinary process.
